The impact of the Civil War on Northern social welfare services has been
underestimated. Recent discussion on the H-State list pointed out how much
pension, hospital, child welfare and social work services were influenced
by wartime crises. My own work in orphanages supports this view (_Boston's
Wayward Children: Social Services for Homeless Children, 1830-1930_
(Northeastern University Press, 1994, paperback).
